  • GOVERNMENT:  The government sector includes all institutional units whose primary function is to produce other, non-market goods and services for individual and collective consumption and/or engaging in the redistribution of income and national wealth. These units' main resources come from mandatory payments made directly or indirectly by units belonging to other sectors.
Definition The indicator compares, for the main items of public expenditure, the proposal of the State Budget and the actual expenditure. This indicator is calculated according to the methodology of the indicator PI-2.1 (composition variance) of the data set of the Framework for assessing public financial management (PEFA), a program developed by the World Bank. The calculation is carried out by computing the "adjusted" budget (that is, the original budget for each item, multiplied by the total actual expenditure divided by the total budget expenditure). For each expenditure item, the deviation between the actual expenditures and the adjusted budget is calculated. The absolute value of the deviations for all items is added (absolute value = the positive difference between the executed values and the budget values). The indicator corresponds to the quotient between this sum and the adjusted total budget.
