Observations The information published in this indicator is part of a composite indicator developed at EU level, in the context of the Digital Single Market strategy, which is based on a set of activities related to internet or software use, grouped into four areas (information, communication, problem solving, software). For each of these four areas (dimensions) two levels of skills are computed ("basic" and "above basic"), later considered in the calculation of the overall digital skills indicator (with four levels of skills: "no skills", " low", "basic", or "above basic"). In the definition of the overall digital skills indicator, it is assumed that individuals having performed certain activities have the corresponding skills, and in this way, the associated indicators can be considered as a proxy of the digital competences and skills of individuals.
