ACTIVIDADE ECONÓMICA PREÇOS ECONOMIC ACTIVITY PRICES 101 The annual average rate of change in the harmonised index of consumer prices (HICP), which is the benchmark for inflation comparisons across European Union countries, stood at 0.6% (0.5% in 2015). A comparison of the corresponding developments in the EU28 and the euro area showed a positive difference in both cases, similarly to the previous year. As already mentioned, the annual average rate of change in the HICP was 0.6% in Portugal, compared to 0.3% and 0.2% in the EU28 and the euro area respectively. In 2015 the HICP presented an average rate of change of 0.5%, while in the EU28 and the euro area average changes were nil.
