21 ENQUADRAMENTO POPULACIONAL POPULATION FRAMEWORK The youth fertility rate continued to follow the downward trend observed from 2000 onwards. The rate stood at 21.9‰ that year, i.e. quite close to the previous decade’s average, but since then it has dropped noticeably, reaching 8.1‰ in 2016. The foreign population with legal resident status, which had increased systematically between 1990 and 2009, followed a downward trend since then and up to 2015. In the subsequent year it increased by about 2.4%. The value reached accounted for a 13.0% decline from the peak year (2009), although increasing around 3.6 times vis-à-vis the 1990 value (1.9 times the 2000 value). In 2016 the main issuing countries were Brazil (21.2%), Cape Verde (9.2%), and the Ukraine (8.8%). The greatest increases were observed in the French, Italian, British, Chinese and Spanish nationalities, which went up in terms of their positions in the ranking of issuing countries, to 9th, 12th, 6th, 5th and 10th position respectively. The highest strongest were recorded in the Cape Verdean, Ukrainian, Guinean and Brazilian nationalities.
