ENQUADRAMENTO SOCIOECONÓMICO POPULAÇÃO ATIVA, EMPREGO E DESEMPREGO SOCIO-ECONOMIC FRAMEWORK LABOUR FORCE, EMPLOYMENT AND UNEMPLOYMENT 35 With an opposite behaviour to that of employment, the unemployment rate started to decline after 2013, when it reached its peak, at around 16.2%. Reductions in the rate have been progressively lower since the reversal point: 1.2 p.p. in 2016, corresponding to a rate of 11.1%, i.e. slightly above the 2010 value. Up to 2006 the unemployment rate remained below the European average both considering the EU28 and the euro area. From then onwards the differential changed direction and reached the most unfavourable value for Portugal in 2012-13, i.e. 5.4 p.p. (corresponding to unemployment rates of 16.2% and 10.8% for Portugal and the EU28 respectively). From then onwards the differentials narrowed further, to 2.5 p.p. and 1.0 p.p. for the EU28 and the euro area respectively. The female unemployment rate was higher than the total unemployment rate and followed the overall trend. However, there was a substantial narrowing of the differential since 2011 (around 0.1 p.p. in 2016). Since 2013 the share of workers unemployed for more than one year exceeded 60.0% of the total unemployed. In 2014 it peaked at 65.5%, declining since then by 2.0 p.p. and 1.4 p.p. in 2015 and 2016, which corresponded to 410.6 thousand and 355.6 thousand persons (peaking at 530.8 persons in 2013).
