COOPSTAT NEWS N.º 20 10 EM FOCO HIGHLIGHTS A implementação da peer review teve um carácter multidisciplinar e implicou a participação de diversos atores. A equipa de pares articulou-se diretamente com o INE-CV e demais órgãos do SEN (Conselho Nacional de Estatística, Banco de Cabo Verde, Órgãos Delegados), bem como com outros produtores de informação estatística, utilizadores relevantes, representantes da academia, ministérios, parceiros nacionais e internacionais. As áreas abrangidas foram igualmente diversificadas, comdestaque para os seguintes tópicos: organização e coordenação estatística, enquadramento institucional e legal, produção e difusão, microdados, qualidade e segurança estatística, confidencialidade, dimensão estatística da política nacional de desenvolvimento, políticas de revisão, calendário das publicações, infraestruturas, financiamento das estatísticas oficiais, cumprimento de normas internacionais, cooperação/ compromissos nacionais e internacionais, entre outros. The implementation of the peer reviewwas multidisciplinary and involved the participation of several actors. The peer teamworked directly with INE-CV and other NSS bodies (National Statistical Council, Cabo Verde Central Bank, Other National Authorities), as well as with other producers of statistical information, relevant users, academic representatives, national and international partners. The areas covered were also diversified, with emphasis on the following topics: organisation and statistical coordination, institutional and legal framework, production and dissemination, microdata, statistical quality and security, confidentiality, statistical dimension of national development policy, review policies, calendar publications, infrastructure, financing of official statistics, compliance with international standards, national and international cooperation / commitments, among others. No último dia, foram apresentados à tutela do INE os resultados da avaliação, que deram conta do elevado nível de observância das normas internacionais de referência por parte do SEN-CV. Os pares destacaram os elevados padrões de qualidade do sistema e reconheceram o INE-CV, como instituição de referência, a nível continental. Mereceram particular referência a elaboração do Manual de Estatísticas da Governança no âmbito dos trabalhos do Praia City Group (liderado pelo INE-CV), a introdução do modelo de qualidade na produção e difusão estatísticas e a boa relação entre órgãos delegados, órgãos produtores e o INE. A súmula das conclusões e recomendações deste exercício será apresentada a breve-trecho, no relatório técnico da peer review . A missão realizada pela consultora Magda Ribeiro foi muito bem-sucedida, tendo beneficiado do empenho da equipa de coordenação do INE-CV. On the last day, the results of the evaluation were presented to the Ministry responsible for INE-CV and showed a high level of compliance with international reference standards. The peers highlighted the high quality standards of the systemand recognised INE-CV as a reference institution, at the continental level. Particular reference was made to: the preparation of the Governance Statistics Manual within the scope of the work of the Praia City Group (led by INE-CV), the introduction of the quality model in the production and dissemination of statistics and the good relationship between INE-CV, other national authorities and other producers of statistical information. The technical report of the peer review, with the summary of conclusions and recommendations, will soon be presented. The mission carried out by the expert Magda Ribeiro was very successful, having benefited from the efforts of the INE-CV coordination team.
