COOPSTAT NEWS N.º 25 10 Cooperação com os Países de Língua Portuguesa Cooperation with Portuguese-speaking Countries Durante o seminário, cada um dos Presidentes e Diretores-Gerais de Estatística da CPLP expressou a sua visão sobre o que poderá ser uma estratégia integrada de qualidade para as suas instituições e para os respetivos Sistemas Estatísticos Nacionais, assente em dois eixos: a dimensão organizacional e a dimensão de inovação. Estas duas temáticas foram aprofundadas em dois painéis de discussão, moderados pela Vogal do INE de Portugal, Maria João Zilhão, nomeadamente: 1. Gestão das Organizações, no qual foram partilhadas as perspetivas do Brasil, Cabo Verde e Portugal, focadas na promoção e institucionalização da qualidade na cultura organizacional das respetivas instituições. 2. Inovação na produção e difusão de estatísticas oficiais, com intervenções de Angola, Guiné-Bissau, Moçambique e São Tomé e Príncipe, nas quais foram enfatizadas as questões de modernização e otimização dos recursos dos INEs. During the seminar, each of the CPLP Presidents and Directors-General of Statistics expressed their vision on what could be an integrated quality strategy for their institutions and their respective National Statistical Systems, based on two axes: the organisational dimension and the innovation dimension. These two themes were further explored in two discussion panels, moderated by Statistics Portugal’s Member of the Board, Maria João Zilhão, namely: 1. Management of Organisations, in which perspectives from Brazil, Cabo Verde and Portugal were shared, focusing on the promotion and institutionalisation of quality in the organisational culture of each institution. 2. Innovation in the production and dissemination of official statistics, with interventions from Angola, GuineaBissau, Mozambique and São Tomé and Príncipe, in which the issues of modernisation and optimisation of NSIs’ resources were emphasised. Destacam-se como principais conclusões deste evento: • Importância de estatísticas oficiais de qualidade para a tomada de decisões informadas e para o fortalecimento dos sistemas democráticos. • Reforço das estatísticas no combate à desinformação e como base para decisões estratégicas e monitorização de políticas públicas. • Encorajamento à implementação de Sistemas de Gestão da Qualidade sólidos, baseados em evidências documentais e processos sistematizados, para garantir consistência e fiabilidade dos dados produzidos e para robustecer as instituições estatísticas. • Prossecução da aposta dos INEs na inovação, aproveitando as oportunidades proporcionadas pelas TIC, tecnologias emergentes e novas fontes de dados. • Principais desafios identificados: escassez de recursos humanos e financeiros, capacitação técnica num contexto de inovação crescente, e desafios na coordenação dos sistemas estatísticos nacionais. • Promoção da visibilidade dos INEs através de comunicação eficaz e iniciativas de literacia estatística junto dos media, academia, e comunidade escolar. • Apelo ao reforço da cooperação técnica entre os INEs da CPLP e Cooperação Sul-Sul. • Compromisso de partilha de informações sobre qualidade e modernização dos sistemas estatísticos. The main conclusions of this event are as follows: • Importance of quality official statistics for informed decision-making and strengthening democratic systems. • Strengthening statistics in the fight against disinformation and as a basis for strategic decisions and monitoring of public policies. • Encouraging the implementation of solid Quality Management Systems, based on documentary evidence and systematised processes, to ensure consistency and reliability of the data produced and to strengthen statistical institutions. • Continuing NSIs’ commitment to innovation, taking advantage of the opportunities provided by ICT, emerging technologies, and new data sources. • Main challenges identified: lack of human and financial resources, technical capacity building in a context of growing innovation, and challenges in coordinating national statistical systems. • Promoting the visibility of NSIs through effective communication and statistical literacy initiatives with the media, academia, and the school community. • Call for the strengthening of technical cooperation between CPLP NSIs and South-South Cooperation. • Commitment to sharing information on qualityrelated matters and on the modernisation of statistical systems.
