Cooperação com os Países de Língua Portuguesa Cooperation with Portuguese-speaking Countries COOPSTAT NEWS N.º 26 5 Bem-vindos à nova edição da COOPSTAT! Este número refere-se ao conjunto de ações de cooperação internacional realizadas entre agosto e dezembro de 2024. São referidas várias ações bilaterais, bem como multilaterais, em particular desenvolvidas no âmbito do Programa Estatístico da Comunidade de Países de Língua Portuguesa (CPLP), com especial destaque para a X Conferência Estatística da CPLP, realizada na cidade da Praia, Cabo Verde, sob o tema: “Uso das TIC e da Inteligência Artificial na Produção de Estatísticas de Qualidade”. É também dado destaque à cooperação no quadro europeu, no âmbito do Programa de Formação ESTP. No âmbito da implementação do Programa Estatístico da CPLP, a assistência remota foi essencial, em complemento das ações presenciais realizadas. Destacam-se as ações realizadas nos projetos de Coordenação Estatística, de Geoinformação, e de Objetivos de Desenvolvimento Sustentável (ODS). A nível bilateral, destacam-se as atividades de cooperação com o INE de Cabo Verde, com diversas ações nas áreas da modernização e utilização de dados administrativos para fins estatísticos, bem como na Gestão da Qualidade, na Gestão de Dados (na área da recolha e tratamento de dados: administrativos e inquéritos) e no âmbito da Central de Balanço. No quadro europeu, dá-se destaque à coorganização, pelo INE de Portugal e pelo Eurostat, de um curso introdutório à Gestão da Qualidade em Estatística, no âmbito do Programa Europeu de Formação em Estatística (ESTP). Welcome to the new edition of COOPSTAT! This issue refers to international cooperation actions carried out between August and December 2024. Several bilateral actions, as well as multilateral actions carried out within the framework of the Statistical Programme of the Community of Portuguese-speaking Countries (CPLP) are mentioned, with special emphasis on the 10th CPLP Statistical Conference, held in Praia, Cape Verde, under the topic: “Use of ICT and Artificial Intelligence in the Production of Quality Statistics”. Emphasis is also placed on cooperation within the European framework, under the ESTP Training programme. Within the implementation of the CPLP Statistical Programme, remote assistance was essential, complementing the in-person activities carried out. The actions implemented under the projects of Statistical Coordination, Geoinformation, and Sustainable Development Goals (SDGs) stand out. At the bilateral level, cooperation activities with the National Statistical Institute (NSI) of Cabo Verde are noteworthy. There were several actions in the areas of modernisation and use of administrative data for statistical purposes, Quality Management, Data Management (in data collection and processing: administrative and surveys) and within the scope of the Central Balance Sheet. In the European context, emphasis is placed on the coorganisation, by Statistics Portugal and Eurostat, of an introductory course on Quality Management in Statistics, within the scope of the European Statistics Training Programme (ESTP). Cooperação com os Países de Língua Portuguesa Cooperation with Portuguese-speaking Countries COOPSTAT NEWS N.º 26 6 The National Statistical Institute of Cape Verde (NSI-CV) hosted the 10th CPLP Statistics Conference from 18 to 19 December 2024, held in the conference room of the Oásis Praia Mar Hotel in the city of Praia, under the topic “Use of ICT and Artificial Intelligence in the Production of Quality Statistics”. All the member states of the Community (Angola, Brazil, Cabo Verde, Guinea-Bissau, Equatorial Guinea, Mozambique, Portugal, Sao Tome and Principe, and Timor - Leste) attended the event, actively intervening on the topics under discussion. This conference, which usually takes place every two years, aims to strengthen statistical cooperation with a focus on dialogue, sharing and collaboration among all, for the development of national statistical systems throughout this Community. A X Conferência permitiu a partilha de experiências, conhecimentos e boas práticas, bem como o debate para a definição de estratégias que permitam aproveitar o potencial das TIC de forma eficaz na produção de estatísticas de qualidade. The 10th Conference allowed for the sharing of experiences, knowledge and good practices, as well as the debate to define strategies for harnessing the potential of ICT effectively in the production of quality statistics. O Instituto Nacional de Estatística de Cabo Verde (INE-CV) acolheu a X Conferência Estatística da CPLP nos dias 18 e 19 de dezembro de 2024, realizada na sala de conferências do Hotel Oásis Praia Mar, na cidade da Praia, subordinada ao tema “O Uso das TIC e da Inteligência Artificial na Produção de Estatísticas de Qualidade”. Todos os Estados-membros da Comunidade (Angola, Brasil, Cabo Verde, Guiné-Bissau, Guiné Equatorial, Moçambique, Portugal, São Tomé e Príncipe, e Timor-Leste) marcaram presença no evento, intervindo ativamente sobre as temáticas em discussão. Esta conferência, que usualmente ocorre de dois em dois anos, tem como objetivo reforçar a cooperação estatística com enfoque no diálogo, na partilha e na colaboração de todos, em prol do desenvolvimento dos sistemas estatísticos nacionais de toda a Comunidade. The first day of the Conference was dedicated to Panel I on “The Experience of NSIs in the Use of ICT and Artificial Intelligence in the Production of Quality Statistics”, moderated by Fernando Rocha, Vice-President of NSICabo Verde, with interventions from all CPLP member states. O Coordenador do Núcleo de Tecnologia de Informações e Suporte Técnico do INE-CV, Victor Moreira, apresentou o caso prático do Censo 2021 no que se refere à temática específica da Recolha digital. A Vogal do Conselho Diretivo do INE-PT, Maria João Zilhão, apresentou “O processo de produção estatística no INE de Portugal – uso de TIC/IA e perspetivas futuras”. A apresentação sobre “Transformação do sistema estatístico da Guiné Equatorial: avanços e desafios na incorporação das TIC e da inteligência artificial para a produção de estatísticas de qualidade” foi efetuada por Ramiro Obama, Supervisor do INE da Guiné Equatorial. The Coordinator of the Geoinformation Division at NSICabo Verde, Adylson Sousa, gave a presentation on Digital Cartography in Statistical Operations. The Coordinator of the Information Technology and Technical Support Centre at NSI-CV, Victor Moreira, presented the practical case of the 2021 Census regarding the specific issue of digital collection. The Member of the Administration Board of Statistics Portugal, Maria João Zilhão, presented “The statistical production process at Statistics Portugal - use of ICT/AI and future prospects”. The presentation on “Transforming Equatorial Guinea’s statistical system: advances and challenges in incorporating ICT and artificial intelligence for the production of quality statistics” was given by Ramiro Obama, Supervisor of NSI of Equatorial Guinea. NSI of Angola gave a presentation on “Integrating Big Data and Predictive Analyses into Statistical Production”, given by Kieza Bernardo, Domain Manager. The Vice-President of NSI of Sao Tome and Principe, Decinel Barros, gave a presentation on the “Use of ICT in the 5th General Population and Housing Census 2024”. Finalmente, o Presidente do INE de Timor-Leste, Elias Ferreira, concluiu o primeiro Painel com uma apresentação alusiva ao tema em apreço. The presentation by Roberto Vieira, President of NSI Guinea-Bissau, was on “Information and Communication Technologies in Statistics”. Márcio Pochman, President of the Brazilian Institute of Geography and Statistics (IBGE) presented “The construction of the National System of Geosciences, Statistics and Data in Brazil”. Finally, the President of NSI Timor-Leste, Elias Ferreira, concluded the first panel with a presentation on the topic in question.

The panel was moderated by Arlindo Veiga from the University of Cape Verde (UNICV), and included Aldino Ramos, from the Operational Center for the Information Society (NOSI), who gave a presentation on “The Integration of Databases in Public Administration”, and Júlio Barros, from the University of Cape Verde (UNICV), who presented “The Impact of Artificial Intelligence on the Production of Quality Statistics”.

Os três membros do painel fizeram apresentações alusivas ao tema. Marcelino Monteiro, Diretor do Gabinete de Estudos Estratégicos e Atuariais, e Relações Internacionais do INPS (Instituto Nacional de Previdência Social), fez uma apresentação sobre “Big Data e Políticas de Proteção Social”. O representante da TELECOM de Cabo Verde, Vladimir Valentim, apresentou “O Uso de Big Data e inteligência Artificial na produção da Estatística”. Finalmente, o Presidente da Comissão Nacional de Proteção de Dados (CNPD), Faustino Varela, encerrou as apresentações do painel com “O Uso de Big Data e a Proteção de Dados Pessoais”. The central theme of Panel III was “The Use of Big Data in Public and Private Institutions” and was moderated by João de Pina Cardoso, President of NSI Cabo Verde. The three panel members gave presentations on the topic. The representative of TELECOM Cabo Verde, Vladimir Valentim, presented “The Use of Big Data and Artificial Intelligence in the Production of Statistics’” Finally, the President of the National Data Protection Commission (CNPD), Faustino Varela, closed the panel presentations with “The Use of Big Data and the Protection of Personal Data”. Cooperação com os Países de Língua Portuguesa Cooperation with Portuguese-speaking Countries COOPSTAT NEWS N.º 26 12 Reunião restrita aos Presidentes e Diretores-Gerais de Estatística da CPLP Meeting restricted to Presidents and Directors General of Statistics of the CPLP Na tarde do dia 19 de dezembro, decorreu a reunião restrita aos Presidentes e Diretores-Gerais de Estatística da CPLP com o objetivo de debater a cooperação existente e adotar conclusões sobre as atividades futuras. A Diretora de Relações Externas e Cooperação do INE de Portugal, Maria da Conceição Veiga, fez uma apresentação sobre o balanço e perspetivas do Programa de Capacitação dos Sistemas Estatísticos Nacionais dos Países de Língua Portuguesa. Este programa é cofinanciado pelo Fundo Especial da CPLP e pelo INE de Portugal, que é também a entidade executora. On the afternoon of December 19, the meeting restricted to the Presidents and Directors-General of Statistics of the CPLP took place with the aim of discussing existing cooperation and adopting conclusions on future activities. The Director of External Relations and Cooperation at Statistics Portugal, Maria da Conceição Veiga, gave a presentation on the balance and prospects of the Training Programme for the National Statistical Systems of the Portuguese-speaking Countries. This programme is co-financed by the CPLP Special Fund and by Statistics Portugal, which is also the implementing entity. E agradeceram ao INE de Cabo Verde a excelente organização da X Conferência Estatística da CPLP e o acolhimento e hospitalidade dispensados a todos os participantes. In the conclusions adopted, the NSIs reaffirmed their commitment to statistical cooperation within the CPLP, in favour of the development of national statistical systems throughout the Community. They also thanked the NSI of Cabo Verde for the excellent organisation of the 10tth CPLP Statistical Conference and for the welcome and hospitality given to all participants. A visita possibilitou aos técnicos do INE-Angola familiarizarem-se com a experiência do INE-PT na construção do ficheiro nacional de alojamentos (FNA), na criação e estruturação do WebSig (definição de dados livres e fechados), na estrutura da base de endereços (variáveis principais e secundárias) e compreenderem a estrutura organizacional do Serviço de Geoinformação. The visit enabled the experts from NSI-Angola to familiarise themselves with Statistics Portugal experience in building the national housing file (FNA), creating and structuring WebSig (defining free and closed data), structuring the address database (main and secondary variables) and understanding the organisational structure of the Geoinformation Unit.
Cooperação com os Países de Língua Portuguesa Cooperation with Portuguese-speaking Countries COOPSTAT NEWS N.º 26 17 Exploratory meeting with NSI of Angola on Concepts O INE de Angola reuniu-se virtualmente com o INE de Portugal, no dia 12 de novembro, num encontro exploratório na área dos Conceitos no âmbito do projeto de Classificações, Conceitos e Nomenclaturas do Programa Estatístico da CPLP. Participaram, do lado do INE de Angola: Henrique Nsingui, Chefe de Departamento de Contas Nacionais e Coordenação Estatística; Nelson Girão, Responsável do Domínio de Coordenação Estatística; Deolindo da Costa, técnico do Domínio de Coordenação Estatística. Os participantes do INE de Portugal foram Luísa Saraiva do Serviço de Planeamento, Controlo e Qualidade, e Liussakara Daio do Serviço de Relações Externas e Cooperação. The NSI of Angola met virtually with Statistics Portugal on 12 November for an exploratory meeting in the area of Concepts, as part of the Classifications, Concepts and Nomenclatures project of the CPLP Statistical Programme. Participants from NSI-Angola included: Henrique Nsingui, Head of the National Accounts and Statistical Coordination Department; Nelson Girão, Head of the Statistical Coordination Domain; Deolindo da Costa, an expert from the Statistical Coordination Domain. The participants from Statistics Portugal were Luísa Saraiva from the Planning, Control and Quality Unit, and Liussakara Daio from the External Relations and Cooperation Unit. O INE de Portugal fez uma retrospetiva dos trabalhos realizados neste projeto e disponibilizou-se a apoiar o INE de Angola no tratamento e harmonização conceptual, seguindo as regras internacionais. O INE de Angola destacou as ações desenvolvidas nesta área, nomeadamente, a elaboração do glossário de registo estatístico e documentos metodológicos para as áreas de produção e também para os órgãos delegados, permitindo a melhoria da utilização dos conceitos em cada atividade estatística. Statistics Portugal reviewed the work carried out in this project and offered to support NSI-Angola in conceptual treatment and harmonisation, following international rules. The NSI of Angola highlighted the actions developed in this area, namely the preparation of the statistical records glossary and methodological documents for the production areas and for the delegated bodies, allowing for an improved use of concepts in each statistical activity. Da parte do INE de Portugal participaram Luísa Saraiva, do Serviço de Planeamento e Controlo da Qualidade, e Liussakara Daio, do Serviço de Relações Externas e Cooperação. Os trabalhos irão continuar para avançar no propósito final de editar a “CPLP em Números – Edição ODS”, em meados de 2026. The meetings aimed to present the first results of the mapping of the SDG indicators available for the nine CPLP countries, to define criteria to fill data and source gaps, and to select priority indicators, as well as to prepare the basic matrix for the collection of specific data to be included in the publication. Work will continue to make progress towards the final goal of publishing the “CPLP in Figures – SDG Edition”, by mid-2026.

Statistics Portugal offered to support future initiatives, particularly through sharing experiences.

Em Portugal, a Central de Balanços é gerida pelo Banco de Portugal, e fornece informação estatística agregada sobre a situação económica e financeira das empresas não financeiras portuguesas. A recolha dos dados anuais é efetuada através da IES (Informação Empresarial Simplificada). O INE-PT partilhou a sua experiência a nível da IES, que serve de base à produção de estatísticas oficiais das empresas não financeiras em Portugal. At the request of NSI-Cabo Verde, a virtual meeting was held with Statistics Portugal on the “Central Balance Sheet”, a project that NSI-CV intends to develop. In Portugal, the Central Balance Sheet Database is managed by Banco de Portugal and provides aggregated statistical information on the economic and financial situation of Portuguese non-financial corporations. Annual data is collected through the IES (Simplified Business Information). Statistics Portugal shared its experience at the IES level, which serves as the basis for producing official statistics on non-financial corporations in Portugal.
