Em 2011, registou também o seu valor máximo (0,15%) que, neste caso, corresponde ao limiar mínimo da meta ODS (entre 0,15% a 0,20%). Desde então, o indicador situou-se em níveis muito inferiores aos da meta, tendo inclusivamente reduzido o seu peso na APD total: em 2011, a APD para PMD correspondia a quase metade da APD total (0,15% APD PMD / 0,31% APD total), decrescendo para um terço em 2017 (0,06% APD PMD / 0,18% APD total). Entre 2014 e 2016, esta dimensão da APD estabilizou em 0,05%, recuperando ligeiramente em 2017, para 0,06% do RNB. The Least Developed Countries (LDC) dimension of the indicator showed a similar trend to that of total ODA. In 2011, it also reached its highest level (0.15%), meeting theminimum threshold of the SDG target (between 0.15% and 0.20%). Since then the indicator presented results significantly lower than the target and reduced its weight regarding total ODA: in 2011, LDC ODA was approximately half of total ODA (0.15% LDC ODA / 0.31% total ODA) and it has declined to only a third in 2017 (0.06% LDC ODA / 0.18% total ODA).
