The Gender Dossier includes official statistical indicators that make it possible to present, contextualise and help monitor the evolution of inequalities between women and men in Portugal.

The indicators are organised according to themes, components and sub-components, which seek to reflect the different spheres of life of women and men in the family, the economy and society.

The data presented in this dossier covers various information sources, themes, and statistical areas that intersect with multiple areas of public policy.

In terms of content, the selection of sex-disaggregated indicators in the different statistical domains followed concerns determined by sex and/or gender differences according to the criteria described below:

  • - Areas where there are differences, inequalities and similarities between women and men.
  • - Areas, where women and men may not benefit from equal opportunities or their lives, may be affected differently.
  • - Identifying population groups where inequality between women and men is present or more pronounced due to specific characteristics, recognising that the differences between the two intersect with or are even accentuated by other sociodemographic factors.

This dossier is part of the National Strategy for Equality and Non-Discrimination 2018-2030, and is one of the actions of the National Statistical System on Gender Equality project, of which INE is the promoter, funded by the Financial Mechanism of the European Economic Area (EEA Grants 2014-2021), under the Gender Equality and Reconciliation Programme.

The Convention aims at protecting the victims from violence and at ending the immunity of perpetrators. The extensive convention includes measures in the fields of prevention, support and care, as well as legal aid in processes subject to private and to penal law. It shall apply to all forms of violence against women, including domestic violence, which affects women disproportionately.
The Istanbul Convention defines 12 Chapters including 81 articles. For the purpose of the implementation of this Convention the article 11 highlights that Parties shall collect disaggregated relevant statistical data and support research in the field of all forms of violence covered by the scope of this Convention.

  Strategy for equality between women and men 2010-2015  Strategy for equality between women and men 2010-2015
This Strategy spells out actions under five priority areas namely: 1) Equal economic independence; 2) Equal pay for equal work and work of equal value; 3) Equal pay for equal work and work of equal value; 4) Equality in decision-making; 5) Gender equality in external actions and also one area addressing cross-cutting issues. For each priority area, key actions to stimulate change and achieve progress are described and more detailed proposals are to be found in the accompanying staff working paper. The actions proposed follow the dual approach of gender mainstreaming (meaning the integration of the gender dimension in all policy areas) and specific measures. The Strategy represents the work programme of the European Commission on gender equality, aiming additionally to stimulate developments at national level and to provide the basis for cooperation with the other European institutions and with stakeholders.
