Nota Introdutória
COOPSTAT NEWS Nº 6
No âmbito da atividade de cooperação estatística
desenvolvida durante o primeiro semestre de 2012, o
principal destaque vai para a V Conferência da CPLP
que teve lugar em Luanda de 21 a 24 de junho de
2012, tendo revestido considerável importância para
a Comunidade dos Países de Língua Portuguesa.
De entre as suas várias recomendações e conclusões,
salienta-se o reconhecimento do importante
contributo do
Programa de Capacitação dos Sistemas
Estatísticos Nacionais dos PALOP e Timor-Leste
para a
consolidação dos respetivos Sistemas Estatísticos
Nacionais e para o desenvolvimento da capacidade
estatística nos países da CPLP.
A Conferência enfatizou também a importância e a
utilidade do projeto de reedição da publicação
“
Estatísticas da CPLP
”, realçou a necessidade de
assegurar a confidencialidade dos micro dados ao
nível da sua disponibilização para fins de
investigação, tendo ainda decidido constituir um
projeto comum sobre
Estatísticas das Migrações
, sob
coordenação do INE de Portugal.
Por outro lado, a V Conferência recomendou a
promoção da partilha de boas práticas no âmbito da
preparação e implementação das Estratégias
Nacionais de Desenvolvimento da Estatística (ENDE)
nos países da CPLP.
De igual modo, deve ser realçada durante este
semestre, a continuidade dos contratos formulados
entre o INE de Moçambique e o INE de Portugal,
através da implementação de várias ações nos
projetos em curso.
Por último é de fazer referência à publicação, no
semestre em apreço, de um guia interno para a
organização e acolhimento de estágios e visitas de
trabalho no âmbito da cooperação internacional,
cujo propósito é o de fornecer as principais linhas
orientadoras para a sua boa execução.
Within the statistical cooperation developed during
the first semester of 2012, we highlight the V CPLP
st
Conference, which took place in Luanda from 21 to

24 June 2012, and was of significant importance for
the Community of Portuguese-speaking countries.
From its various recommendations and conclusions
we refer the major contribution of the “Training
Programme of the National Statistical Systems of the
Portuguese-speaking African Countries and Timor-
Leste – Phase 1 (2012)” for the consolidation of the
respective national statistical systems and for the
development of the statistical capacity of CPLP
countries.
The Conference also stressed the importance and the
utility of the project for the re-edition of the “CPLP
Statistics” publication, highlighted the need to assure
the micro data confidentiality in what concerns its
availability for research purposes, and also decided
to establish a common project on Migration
Statistics, under Statistics Portugal coordination.

On the other hand, the 5 Statistical Conference
recommended promoting the sharing of best
practices within the preparation and implementation
of National Strategies for Development of Statistics
(NSDS) in CPLP countries.
Also in this semester we highlight the continuity of
contracts between NSI-Mozambique and Statistics
Portugal through the implementation of various
actions on ongoing projects.
Lastly, we refer to the publication in this semester of
an internal guide to organising and hosting
traineeships and study visits in the framework of
international cooperation which envisages providing
the main guidelines for their successful
accomplishment.
