measures to safeguard the privacy of the primary
information owners. It is also important to preserve
the competition between economic agents as well as
to guarantee the data confidentiality so that we can
continue to have the trust of the respondents. We can
still highlight the sharing of good practices on the
preparation and implementation of the NSDS from
CPLP countries, especially in what concerns planning,
financing and coordination, as well as the technical
capacity of human resources and the promotion of a
more strategic reflection on exchange of experiences
and sharing of knowledge. At last, it is also important
to highlight the fact that NSIs should be represented at
the highest level in internal and external meetings
related with technical cooperation and international
projects, as well as the institution of meetings from
Heads of External Relations and CooperationUnits.
3. Em sua opinião quais os contributos concretos
que a CPLP, enquanto Comunidade de Estados,
trouxe aos países membros na área estatística?
Qual a sua posição no que concerne ações que
possam dar maior dinamismo à Comunidade
Estatística da CPLP? E quais as áreas que considera
deverem ser mais desenvolvidas?
Quando falamos dos contributos concretos que a CPLP
trouxe para a estatística, referimo-nos aos passos que
os INEs já vinham exercendo e concretizando ao longo
dos anos. O reconhecimento e a passagem a estatuto
de fórum da CPLP [das conferências estatísticas], em
2004/2005, aquando do encontro dos Chefes de
Estado e de Governo da CPLP, obriga este fórum a
desenvolver atividades coordenadas em prol de uma
temática chave, e este foi um dos grandes sucessos da
comunidade, que permitirá situar-nos num lugar
reconhecido a nível internacional. No que respeita as
ações que possam dinamizar a Comunidade
Estatística, no meu ponto de vista, gostaria de, em
primeiro lugar, dizer que a estatística, como tal, é um
processo dinâmico. Por este facto, apostar na
formação técnico-profissional, ao mesmo tempo que
se desenvolvem planos de atividade e prioridades é o
nosso principal objetivo. Nesta base é importante
sublinhar o contributo do Programa de Capacitação
dos Sistemas Estatísticos Nacionais dos PALOP e Timor-
Leste para a consolidação dos respetivos Sistemas
Estatísticos Nacionais e para o desenvolvimento da
capacidade estatística nos países da CPLP. A constante
troca de experiências entre os INEs dos Países da CPLP
e a cooperação sul-sul têm assumido um lugar
s i gn i f i cat i vo, v i s ando a t rans fe rênc i a de
conhecimentos metodológicos e tecnológicos entre os
técnicos. A produção de estatísticas correntes (IPC;
ICP; Contas Nacionais; Comércio Externo; Conjuntura),
e a realização dos Censos são áreas onde a troca de
experiências e a capacitação/formação serão
componentes transversais nestas prioridades.
3. In your opinion, what are the real contributions
that CPLP, as Community of States, brought to
member states in the statistical area? What is your
position in what concerns the actions that can give a
greater dynamism to the CPLP Statistical
Community? And which areas do you consider should
be further developed?
When we speak about real contributions, we refer to
the steps that NSIs already developed over the years.
The recognition of the status of CPLP Forum [for the
statistical conferences], in 2004/2005, during the CPLP
Meeting of Heads of State and Government, requires
this forum to develop coordinated activities in support
of a key theme, and this was one of the greater
successes of the Community, allowing us to be in a level
recognized by the international community. In what
concerns actions that can make the statistical
community more active, first I would like to say that
statistics is a dynamic process. For this reason, it is our
purpose to rely on the technical and professional
training at the same time as we develop activity plans
and priorities. Therefore, it is really important to
