Three years have passed since the implementation of
the CPLP Statistical Capacity-Building Programme and
we are now in its final year of tenure. What would you
point out from Timor-Leste's experience in its several
cooperation activities? And which were its main
contributions to the Timorese Statistical System
O programa de capacitação estatística, que está a ser
gerido pelo INE de Portugal nos últimos três anos tem
ajudado uma nação jovem como Timor Leste a
construir o seu Sistema Nacional de Estatística e
gradualmente a capacitar os recursos humanos da
Direção-Geral de Estatística de Timor Leste (DGE).
Estando ciente dos constrangimentos que
enfrentamos ao nível da Língua Portuguesa,
considero, contudo, que o ambiente estatístico é
Universal. Como Diretor-Geral, líder da instituição,
queria confirmar que a DGE tem beneficiado do
programa, que nos ajudou a edificar os Sistemas de
Geoinformação (SIG) e a produzir o Índice de Preços
no Consumidor (IPC) e as Contas Nacionais. Deste
2008 que Timor Leste adotou o SCN-2008 (Sistema de
Contas Nacionais).
The capacity and capability programme which is being
lead by INE Portugal for the last three years has helped
a young nation such as Timor Leste to build the
National Statistical System and in time to build the
capability of GDS (Directorate-General for Statistics)
staff.
Knowing the Portuguese language constraint we are
faced with, nonetheless the statistical environment is
Universal. As director general who leads the
institution, I would like to confirm that GDS has
benefited from the programme, which helped us to
setup GIS (Geoinformation Systems), CPI (Consumer
Price Index) and National Accounts. Since 2008 Timor
Leste has adopted 2008 SNA (National Accounts
System).

cooperação estatística em futuros programas de
capacitação no quadro da CPLP?
Que importância atribui à cooperação estatística
desenvolvida entre o INE de Portugal e a DGE de
Timor-Leste? De que forma esta cooperação poderia
ser reforçada?
Which strategic areas of statistical cooperation would
you identify as the most relevant in a future CPLP
capacity building programme?

confer to the statistical cooperation developed
between Statistics Portugal and Statistics Timor-Leste?
Inwhat way could this cooperation be strengthened?
De acordo com o plano estratégico da DGE,
identificámos que a cooperação da DGE e do INE de
Portugal se deverá focar na área de Indicadores
Económicos, como continuação da formação em
Índice de Preços no Consumidor, e em SIG, com os
Estados-membros da CPLP.
Com Moçambique, outro Estado Membro da CPLP, a
DGE está a explorar possibilidades de investimento
futuro no staff da DGE e nos jovens timorenses recém
saídos do ensino secundário, para que possam
frequentar o ensino superior na Universidade de
Maputo.
Como previamente mencionado, a importância da
cooperação entre a DGE e o INE de Portugal incide no
reforço do sistema estatístico nacional e, ao mesmo,
no incremento da capacitação dos seus recursos
According to GDS strategic plan, we have identified
that the cooperation of GDS and INE Portugal should
focus on the area of Economic Statistics Indicators as a
continuation of training in Consumer Price Index and in
GIS, with CPLPmember states.
With the CPLP member state Mozambique, GDS in the
stage of exploring possibilities for future investment in
GDS staff and in Timorese fresh youth graduating from
secondary school to attend formal tertiary education
at theUniversity ofMaputo.
