As earlier mentioned the importance of cooperation
between GDS and INE Portugal relies in the focus on
ensuring and strengthening the national statistical
system and at the same time increasing the capacity
and capability of GDS staff. GDS believes that the
continuation of investment in technical training in the
area of GIS and IPC is highly required.
Após a restauração da sua independência, Timor Leste
irá levar a cabo o terceiro Recenseamento da
População e Habitação, em julho de 2015. Estes
Censos adotam ainda o método clássico e tradicional,
em que os entrevistadores visitam cada habitação na
sua área de enumeração. Contudo, desde os primeiros
Censos, a DGE introduziu a aplicação do GPS na
marcação de habitações emtodo o país.
Os desafios são inevitáveis, como qualquer país pode
testemunhar internamente, mas como apoio de todos
os stakeholders, como por exemplo o Governo, as
Agências da ONU, tais como a UNFPA, somos capazes
de gerir os riscos e ultrapassar os desafios.
Também aprendemos bastante com a experiência dos
Censos da População e Habitação de 2010. Em termos
de preparação, penso que resolveremos todos os
problemas e que continuaremos a contar com o apoio

Sim claro, num país pós-conflito e numa fase de
consolidação nacional, o papel da DGE é muito
importante ao nível de assistência, ao providenciar
serviços estatísticos como base de evidência para o
decisor político, bem como para outros stakeholders,
por forma a assegurar umamelhor tomada de decisão.
O exemplo de um modelo real e exercício prático é a

to conduct the third Population and Housing Census in
July 2015, and the nature of Census is every five years.
The third Population and Housing Census is still
adopting the classic and traditional method, which is
the enumerators visiting every household within the
enumeration area. Nonetheless, since the first Census,
GDS has introduced the use of GPS for marking
dwellings in the entire country.
The challenges for sure come across as every country
might have been faced with, but with the support of
stakeholders, for instance the government, UN
Agencies, like UNFPA, we are able to manage the risk
and step out of the challenges.
Well, learning from the experience of 2010 Population
and Housing Census gave us a lot of knowledge. In
terms of preparation, I believe we will solve out the
issues and also remain counting with moral
continuation support of dear colleagues from Statistics
of the CPLPmember states
