Cooperation between NSI-Cape Verde and Statistics
Portugal is indeed of long-term. It was essential for the
construction of the National Statistical System (NSS)
and it still remains of great importance nowadays.
We can consider the year of 1992 of reference for
cooperation between both countries. During that year,
Portugal and Cape Verde signed a cooperation
agreement, which included statistical cooperation.
This cooperation agreement integrated the technical
and scientific domains concerning the production of
official statistics, in the framework of both countries'
NSS. The purpose of this statistical cooperation was
the ability of both NSI's to tackle issues that may arise
on statistical data.
Since then, the established commitments had
significant results. This cooperation contributed for the
NSS and NSI's development. One of the landmarks is in
fact the exchange of knowledge in several domains
which allowed for NSI-Cape Verde to have enough
know-how and technical autonomy useful for other
NSIs throughout south-south cooperation.
With the extinction of the General-Directorate of
Statistics and the creation, in 1996, of the NSI, being
more than just an organizational change, during these
21 years we had a considerable development on our
NSS, namely onNomenclatures, Business files, IT Tools,
Institutional Building, Consumer Price Index, Business
Statistics, Census 2000, Human resources and
Dissemination. In order to achieve this aim, and
specifically on these matters, partnership with
Statistics Portugal was crucial.
After 2012, with the implementation of the Training
Programme of the National Statistical Systems of the
Portuguese-speaking African Countries and Timor-
Leste, which gathers five domains of intervention -
Institutional Support (Planning and Financing;
Legislation; and Nomenclatures), Geoinformation, CPI
and short
-
term indicators, Economic Statistics and
National Accounts - NSI-Cape Verde has beneficiated
from training and study visits that were essential for
the development of some areas as well as for the
improvement of others.
Apart from the challenges that both Cape Verde and
Portugal have been facing, including the current crisis
that has impact on statistical institutions, we should
emphasize that NSI-Cape Verde always counted with
the technical support of Statistics Portugal. Although
NSI-Cape Verde has diversified its international
cooperation with the establishment of new
partnerships, it still considers partnership with
Statistics Portugal as one of the main pillars of
cooperation, due to the resemblance of their
institutions as well as to the common path which we
intend to carry on in the future.
Que áreas de cooperação estatística poderiam ser
mais desenvolvidas entre ambas as Instituições?
Which areas of statistical cooperation could be
more developed between both NSI's?
O INE de Cabo Verde identificou, na sua Estratégia
Nacional de Desenvolvimento da Estatística 2012 –
2016, a produção de um conjunto de indicadores de
curto prazo, bem como a realização do Inquérito às
Despesas e Receitas Familiares, a mudança do ano
base do Índice de Preços no Consumidor, o novo cabaz
e estrutura de ponderação comoeixos estratégicos.
Tendo em conta a larga experiência do INE de Portugal
nessas matérias, e o facto de ter realizado estas
operações recentemente, para o INE de Cabo Verde é
fundamental continuar e reforçar a cooperação com o
INE de Portugal, estando certos de que, pelo nível de
relacionamento existente, teremos um bom acolhi-
mento.
Aliás, é nesse contexto que, recentemente técnicos do
INE de Cabo Verde visitaram o INE de Portugal tendo
em vista conhecer a sua experiência na preparação e
realização do Inquérito às Despesas e Receitas
Familiares e que, pela avaliação feita à missão, os
resultados ultrapassaram as expetativas. O mesmo se
pode dizer relativamente aos indicadores de curto
