Firstly, I would like to emphasise that until today the
NSI of STP, since its creation, has signed only one
statistical cooperation agreement which was
established precisely with Statistics Portugal. This is
important to highlight the excellent cooperation and
support provided by Portugal. Thanks to this fruitful
cooperation, the NSI of STP reached until today quite
acceptable levels of statistical strengthening.
In the framework of the statistical cooperation
agreement between our countries, signed in 1989, the
support of the Portuguese statistical cooperation for
the development of the NSS in STP has been
implemented through assistance in several areas, with
emphasis on:
Institutional Support: organisation and functioning
of the NSS of STP (basic legislation- Law 5/98 and
the NSI statutes - Decree 17/2001); Training Plan
adjusted to the NSS Activity Plan; Information
technology and Computer Science.
Classifications, Concepts and Nomenclatures: STP
has adopted several statistical nomenclatures
(Economic Activities Classification "CAE-STP",
National Classification for Goods and Services
"CNBS-STP", Classification of Individual
Consumption by Purpose "CCIO-STP", Industrial
Production Statistics "CC-STP" and Classification of
Occupations "CP-STP").
Statistical Infrastructure: with the creation and
management of the maintenance and updating of
the Statistical Units Register, allowing NSI-STP to
implement its first Business Census.
Statistical Production was also included in technical
assistance in several areas of primary statistical
production and ongoing production. The CPI
calculation was assembled and reformulated; there
was support in the implementation of the business
census, preparation and implementation of census
operations in 2001, production of short-term sector
statistics, and 2010Household Budget Survey.
Training inNational Accounts.
Statistical Dissemination: through direct support on
edition of publications such as "Sao Tome and
Principe in Numbers", Thematic Reports and
Preliminary Results of Census 1991 and 2001,
several Classifications and Nomenclatures and the
printing of CPI Fact Sheets.
Information Technology and Computer Science: the
network system, including internet and intranet,
was installed.
The areas of cooperation that we have identified as
examples of success are: (i) Basic NSS legislation; (ii)
New methodology adopted for the calculation of CPI;
(iii) Population Census; (iv) Business Statistics; (v)
Nomenclatures; and (vi) Installation of Internet and
networking, including intranet.

(ii) Nova metodologia adotada para o cálculo do IPC;
(iii) Recenseamento da população; (iv) Estatísticas das
empresas; (v) Nomenclaturas; e (vi) Instalação da
internet e de sistema de rede, incluindo intranet.
